A public sector facility in South Wales required urgent roofing refurbishment to resolve widespread degradation and improve thermal performance. As the building remained fully operational throughout the works, careful planning and coordination were essential to ensure safety and avoid disruption to public services. Central Group were appointed as principal contractor to lead the delivery of a sensitive, phased project over the winter period.

The existing roof was a felt flat roofing system with embedded chippings, which had suffered from water ingress, poor adhesion, and deteriorated insulation. The ageing build-up no longer met waterproofing or thermal standards, while the roof perimeter cladding was visibly degraded and lacked structural integrity. A pre-construction structural and asbestos survey confirmed the need for a full strip and replacement.
Scaffolding, edge protection, and debris netting were installed to safely access the roof and protect the public and staff. Given the building’s use and active schedule, out-of-hours working was required, including evenings and weekends, to prevent noise and disruption during operating hours.

The location of the building and its function created logistical and operational challenges. Limited access necessitated scaffold towers, hoists, and phased works. The programme was developed in close collaboration with the building team, adapting to service schedules and avoiding courtroom sessions to minimise disruption.
Works were phased into upper and lower roof sections, allowing continued building operation and safe material handling. Despite winter weather and live site constraints, Central maintained momentum through consistent communication, regular coordination meetings, and flexible scheduling.

Central operatives began by stripping the failed roofing system back to the structural deck. Once cleared and pressure-washed, the surface was primed with bitumen solution, followed by the installation of a high-performance torch-on air and vapour control layer. A full warm roof build-up was then installed using tapered Alumasc BGT insulation to enhance drainage and achieve thermal performance targets.
Layers of self-adhesive and torch-on membranes formed a robust waterproofing system, which was finished with a premium cap sheet. Roof penetrations and plant were adjusted or raised to align with new system heights, and additional upgrades included rooflights, lightning protection, vents, and rainwater goods.
The perimeter was refurbished with new Alumasc GRP trims, gutters, and downpipes, delivering a neater and more durable finish. Roof-Pro frames were used for all new plant supports to avoid structural penetration and maintain integrity across the deck.
