The roof at this magistrates court in South Wales had deteriorated significantly, compromising the building’s thermal performance and waterproof integrity. The original built-up felt system with embedded chippings showed clear signs of degradation, including poor adhesion and areas of water ingress. Insulation beneath the surface was no longer functioning effectively, with some sections rendered entirely ineffective due to prolonged exposure to moisture. The perimeter cladding had similarly declined, offering minimal protection and aesthetic value. Prior to commencement, precautionary asbestos and structural surveys confirmed no immediate risks, allowing the project to proceed following standard pre-construction safety and access preparations.

Operating within a live courthouse presented several challenges. Maintaining public safety and operational continuity meant working within tightly controlled zones and coordinating closely with court staff. The winter programme introduced additional weather-related risks, but phased sequencing and temporary waterproofing ensured progress remained on track. Access limitations necessitated the use of scaffold towers, edge protection, goods hoists, and staircases. Central’s on-site team, led by Project Manager Elis Hopkins, ensured all phases met health and safety requirements without affecting court functions.

Central Group was appointed as the principal contractor and led the full roof refurbishment while maintaining the operational status of the court. The project involved complex logistical planning to work around court timetables, requiring evening and weekend shifts to minimise disruption. A phased programme split the roof into two zones—upper and lower—enabling a focused approach to stripping, preparation, and installation.
The degraded felt and insulation were removed to expose the structural deck. Following pressure washing and debris clearance, the deck was primed with Alumasc bitumen solution. A high-performance Alumasc warm roof system was then installed, incorporating a Euroroof AVCL, tapered PIR insulation to create drainage falls, and a layered membrane build-up of self-adhesive and torch-applied underlays. Roof penetrations, plant upstands, and rooflight kerbs were all adjusted or rebuilt to meet new height and waterproofing requirements. Ancillary upgrades included GRP perimeter trims, rainwater goods, lightning protection, and ProDrain outlets for improved drainage. The completed works were signed off following an inspection and certification process by Alumasc.
